Chad A. Smith, PhD

Chad is the co-owner of Stonewall Analytics and works out of Boise, Idaho. Prior to joining Stonewall Analytics, he was a manager for Ernst & Young in the Quantitative Economics and Statistics (QUEST) practice located in Washington, D.C. where he was involved in various engagements at the corporate, international, state and local level, including costs analysis, economic impact analysis and several public policy analyses. Chad spent 26 years in the US military, including 15 years experience as a healthcare administrator and 16 years of clinical healthcare experience. As a member of American University’s Center for Public Finance Research (CPFR) he was a key contributor to several projects with the World Bank including Serbian Free Legal Aid Fiscal Impact Analysis: Volume, Costs and Alternatives and the Europe and Central Asia (ECA) Expenditure Review – Fiscal Years 2003 – 2013. He has also contributed to research and presented on Directions on State and Local tax policy at the National Tax Association and the Association for Budgeting and Financial Management as well as on Performance Budgeting/Budgeting for Results at the state level at the annual conference of the American Society for Public Administration, as well as the Association for Budgeting and Financial Management and the Transatlantic Policy Consortium.

 

Chad is adjunct faculty at the School of Public Affairs, at American University where he teaches project management, quantitative methods and public finance courses at the graduate level.  He is also a Fellow, of the American College of Healthcare Executives and a Certified Project Management Professional. Chad received his Ph.D. from American University, and his MBA and MHA from Baylor University.
